MPs have voted to rule out the possibility of a no-deal Brexit entirely. Parliamentarians voted 321 to 278, a majority of 43, to rule out the prospect of leaving the EU without a deal at any time. Theresa May insisted however that no-deal remains her default option if an agreement can not be struck. It comes 24 hours after Mrs May's Withdrawal Agreement was rejected comprehensively for a second time. The prime minister also confirmed that MPs will vote on Thursday whether to seek an extension to Article 50. This could involve a short delay to implement a deal agreed in the next few days or a longer delay if no agreement is reached, she said. British MPs have authorised Theresa May to go back to Brussels and try to renegotiate her Brexit deal. But one of the Prime Minister's most important negotiating weapons was ripped from her hands, as the House of Commons also voted to block a no-deal Brexit. A proposal put forward by senior Tory backbencher Graham Brady demanding that the controversial Northern Ireland backstop be replaced by "alternative arrangements" won the backing of 317 MPs with 301 against — a majority of 16. Downing Street had whipped Tory MPs to support the amendment. Earlier, MPs rejected a bid to delay Brexit in order to prevent a no-deal departure from the European Union. Former Labour minister Yvette Cooper's call for an extension of Article 50 to keep the UK in the EU until the end of the year in order to reach a deal was defeated by 321 votes to 298, majority 23. Speaking after the vote, Prime Minister Theresa May said the House of Commons had shown that members would support a deal that included changes to the backstop. She said it was now clear that there was a route to get a sustainable majority in the Commons. Mrs May said she will now seek legally binding changes to the Withdrawal Agreement. But Theresa May immediately hit a brick wall in Brussels after being backed by MPs to reopen the withdrawal agreement, as Donald Tusk, with the backing of Emmanuel Macron, said the EU would not renegotiate. French President Emmanuel Macron was the first EU leader to respond to developments in Westminster, saying the Brexit deal cannot be renegotiated. Speaking in Cyprus, Macron said the Withdrawal Agreement “is the best accord possible. It is not re-negotiable.”. Macron said Britain leaving the EU without a deal is a situation that “no one wants, but we should all prepare for.” Within minutes of the Commons backing the prime minister’s plan to replace the Irish backstop, a spokesman for the European council’s president insisted Tusk would not permit any changes to the deal already agreed with Downing Street. Tusk, the EU’s most senior official, instead urged the prime minister to explain her next steps, claiming the agreement negotiated over the last 20 months “remains the best and only way to ensure an orderly withdrawal of the United Kingdom from the European Union”. THERESA May was humiliated by MPs yet again tonight as they forced her to delay Brexit further - officially snatching control of our EU exit from her. In the last of a set of knife-edge votes this evening MPs opted by 313 votes to 312 to push through a controversial power grab bill drawn up by Remainer rebels. The rebel plot led by Labour's Yvette Cooper and Tory Sir Oliver Letwin succeeded at 11.20pm in a night of high drama in the Commons. In yet another headache for Mrs May, it will effectively force her to rule out No Deal by getting her to seek another extension to Article 50. A series of attempts by ministers and Brexiteer Tory MPs to hijack and derail it with votes throughout the evening all failed. The Lords will now try to rush the bill through on Thursday, making it law as early as tomorrow evening. Arch Eurosceptic Mark Francois raged at Labour MPs: “You’ve rammed a bill through Parliament in barely four hours. That’s not a considered debate, that’s a constitutional outrage”. Tories were furious with the plot, and accused them of going back on their promises to British voters. MP Tom Pursglove said: "I’m staggered by the number of MPs who are so willing to go back on their promises. Depressing." And Rachel Maclean raged: "It is making a mockery of our parliamentary and constitutional process and it is simply an attempt to overturn #Brexit by MPs who do not respect democracy." 14 Tories voted for the plot - including former ministers Alistair Burt, Steve Brine and Richard Harrington. Serial Brexit rebels Ken Clarke, Dominic Grieve and Justine Greening backed it too. But 9 Labour MPs - mostly in Brexit-backing seats - chose to take a stand and vote it down. Earlier in the day a motion to have the debate and push the Bill through also won by just a single vote in a sign of how constantly divided the Commons is over leaving the EU. But the wind was taken out of the rebel plotter's sails after Mrs May said last night she was going to seek another delay anyway. In a TV statement she announced she would have to seek more time from the EU when she meets leaders next week. That’s not a considered debate, that’s a constitutional outrage Tory MP Mark Francois And in a major shift she revealed she would work with Jeremy Corbyn to try and force a deal over the line - sparking outrage in her own party that Brexit is likely to be watered down. Ms Cooper said this evening that her bill would allow "more clarity" for what a delay would look like and would ensure Britain did not accidentally leave without a deal, which would lead to higher prices for ordinary Brits. She said: "The Bill simply provides for a simple, practical and transparent process to underpin the Prime Minister's plan. "It makes sure the extension has the support of the House of Commons but also that we keep that parliamentary safeguard in place." But the Government voted against the plans, with Steve Barclay calling them "constitutionally irregular" and "rushed through". Minister Robin Walker said the PM had already promised an extension and therefore the bill wasn't needed at all. And Tory Brexiteers warned of fear-mongering reports about No Deal - and pointed out that after we voted to Leave, Britain survived just fine. MP John Baron said this evening: "If we want to respect the referendum result and our own election manifestos, we should be leaving the EU on 12 April on No Deal WTO terms if we can’t agree a deal before then." The debate tonight came just minutes after Speaker Bercow intervened for the first time in order to stop yet more indicative votes on Brexit - after the vote came to a tie. BRITAIN is tonight heading for a delay to Brexit after Remainer MPs took control and voted to rule out EVER leaving the EU with No Deal. Following a night of political chaos, the House of Commons is almost certain to vote to delay Brexit tomorrow - meaning the UK won't quit the EU on March 29 as planned. The PM will then be forced to ask the EU to grant an extension of three months. The gambit means it's almost impossible for Britain to quit the EU on time - and makes it more likely we might never leave at all. Mrs May warned that the Commons will have to choose between a "short technical extension" to give her the chance to get her deal through at the third time of asking - or a long delay which would see Britain taking part in the next European Parliament elections. In chaotic Commons scenes, Mrs May lost control of the Brexit process again in the face of a massive Remainer rebellion. The Prime Minister backed a motion which would have ruled out a No Deal Brexit on March 29 but left it open for a later date. But in a shock move, MPs instead voted for a more hardline amendment from Tory ex-minister Caroline Spelman, stating that the UK should NEVER leave the EU without a deal. The Commons supported the Spelman amendment by 312 votes to 308. Mrs May then reversed her policy - asking Tory MPs to vote AGAINST the main motion instead. But a large number of pro-Remain ministers rebelled and the call to block No Deal was passed by 321 votes to 278. The rebels included Cabinet ministers Amber Rudd, David Gauke, Greg Clark and David Mundell, who all abstained - while the Disabilities Minister Sarah Newton quit in order to back the motion. Tonight's vote is not legally binding - but the PM has already pledged to abide by whatever Parliament wants. The chaos was another sign the Prime Minister has lost control of the Brexit process and her party - with Tories calling on her to sack the top ministers who failed to support her. Brexiteer Ben Bradley, who backed Mrs May's deal, fumed: "We just betrayed the promise we made to the electorate. I'm angry, quite emotional really. "It's incredibly difficult to justify... We promised to leave on the 29th, now Parliament has said we're not going to leave." He demanded she sack the rebels, adding: "If she doesn't then I think we are in total freefall. "We are not getting the Brexit we want and not getting it on the time we voted for." The Commons verdict is a massive blow to Brexiteers who think the UK should quit the EU on time with or without a deal - and it boosts Remainers who want to block Brexit altogether. The No Deal vote exposed deep splits in the Tory party following fury at the PM's refusal to try and keep No Deal alive. Boris Johnson hit out at Mrs May's decision to offer a free vote on No Deal - telling LBC: "I do think that is absurd, this is a fundamental matter of Government policy." But David Cameron backed the PM, saying: "Obviously, what needs to happen next is to rule out No Deal - that would be a disaster for our country - and to seek an extension, and I'm sure that is what is going to happen next." Chancellor Philip Hammond openly urged the PM to go for a softer Brexit deal which can win the support of other parties in an extraordinary blow to her authority. In today's Brexit debate, senior Leavers warned that removing the option of No Deal puts Britain in a much weaker position. John Redwood said: "This Parliament must allow us to leave on March 29 otherwise it will be the people against the Parliament." After the prime minister’s deal was heavily voted down for a second time on Tuesday, she announced a government motion ruling out a no-deal Brexit on 29 March – overturning her longstanding policy of refusing to rule it out. May promised MPs a free vote, but the motion was carefully worded, with the final sentence stating that, “leaving without a deal remains the default in UK and EU law unless this house and the EU ratify an agreement”. However, MPs voted by 312 to 308 to support a backbench amendment which struck out that last phrase so as to rule out a no-deal exit altogether. In chaotic scenes, the government then rescinded its promise of a free vote; and whipped its MPs to vote against the amended motion.
