A central bank oversees a nation’s monetary system. With their ability to dictate the direction of an economy, central banks play a pivotal role in a country’s growth. In most cases, they are not a government agency, even though they serve their nation. Their responsibilities range widely, depending on their country. Central banks control monetary policy, which means they manipulate liquidity in the financial system to influence the economy. Their actions will determine currency stability, as well as the levels of inflation and employment. They also regulate banks, and provide services for a nation’s banks and its government. To control monetary policy, central banks issue currency and set interest rates on loans and bonds. Central banks raise interest rates to slow growth and avoid inflation. They’ll lower rates to spur growth. By establishing a reserve requirement, central banks dictate how much banks can loan to customers, and how much capital they must keep on hand. And when providing banking services for other banks and the government, central banks loan money to members and oversee their activity. They also manage foreign exchange reserves. In the United States, the central banking system is known as the Federal Reserve, commonly called the Fed. It includes 12 regional Federal Reserve Banks that are located throughout the country. There are distinct kinds of gold standard. First, the gold specie standard is a system in which the monetary unit is associated with circulating gold coins, or with the unit of value defined in terms of one particular circulating gold coin in conjunction with subsidiary coinage made from a less valuable metal. Similarly, the gold exchange standard typically does not involve the circulation of gold coins, instead using notes or coins made of silver or other metals, but where the authorities guarantee a fixed exchange rate with another country that is on the gold standard. This creates a de facto gold standard, in that the value of the silver coins has a fixed external value in terms of gold that is independent of the inherent silver value. Finally, the gold bullion standard is a system in which gold coins do not circulate, but in which the authorities have agreed to sell gold bullion on demand at a fixed price in exchange for the circulating currency. No country currently uses the gold standard as the basis of its monetary system, although several hold substantial gold reserves. How ATM Works
An automated teller machine (ATM) is an electronic telecommunications device that enables the clients of a financial institution to perform financial transactions without the need for a cashier, human clerk or bank teller. On most modern ATMs, the customer is identified by inserting a plastic ATM card with a magnetic stripe or a plastic smart card with a chip that contains a unique card number and some security information such as an expiration date or CVVC (CVV). Authentication is provided by the customer entering a personal identification number (PIN). Using an ATM, customers can access their bank accounts in order to make cash withdrawals, debit card cash advances, and check their account balances as well as purchase pre-paid mobile phone credit. If the currency being withdrawn from the ATM is different from that which the bank account is denominated in (e.g.: Withdrawing Japanese Yen from a bank account containing US Dollars), the money will be converted at an official wholesale exchange rate. Why Do Some Countries Borrow In Dollars?
Professor L. Randall Wray answering a question about why foreign countries borrow in dollars or other foreign currencies, and how this can lead to a currency crisis. Countries do this usually either because there's something they need that's not for sale in their own currency, or because they believe they can get a lower interest rate by borrowing in a different currency. On a floating exchange rate, a country can have any interest rate they want in their own currency, because the central bank can buy the bonds to lower the interest rate, or they can just not issue debt, and just spend the money into existence. So issuing debt in a foreign currency really makes no sense for a floating exchange rate currency, unless there's something that's not for sale in that currency. But on a fixed exchange rate, the story's a little different. In order to fix the exchange rate, the government must buy and sell the foreign currency they're converting to, in order to move the market price. To do this, they must operate their economy in such a way that they don't run out of the foreign currency, or else they won't be able to keep the promise to convert at the fixed exchange rate. If the government were to deficit spend without selling bonds ("printing money") then more people would be able to convert to the foreign currency, and the government might start to run out. So it's usually necessary for governments who are pegging their exchange rate to sell bonds to offset deficits, to reduce the demand for conversion. In order to sell all the bonds, the government must offer an interest rate high enough to make sure the market buys all the bonds, so under a fixed-exchange rate, the market controls the interest rate. So, if a country wants a lower interest rate but doesn't want to abandon the exchange rate peg, then they MAY be able to get a lower interest rate by borrowing in a different currency. But then the market is likely to impose an additional risk premium to compensate for the government's potential inability to pay back the debt. So it may not end up working out anyway. Proponents of Modern Money Theory generally say that borrowing in the foreign currency is not a good idea if you can avoid it. The best situation is with a floating exchange rate currency, in which allows the government the most domestic policy flexibility, because they can basically spend whatever they want until it runs out of things available to buy at the current prices. If the government *must* fix its exchange rate, in order to help its importers or its exporters, then borrowing in a foreign currency is still worse than borrowing in the home currency. If you borrow in the home currency, the worst that could happen is that people eventually become unwilling to accept bonds and not convert at any interest rate, so you have to abandon the peg. But you'll still be able to repay your debts. If you borrow in a foreign currency, you could run into a situation where you can't repay no matter what. But knowing some useful words will make it easy and pleasant for you. In this lesson, I will teach you the meaning of "bank teller", "PIN", "investments", "account", "deposit", "withdraw", and many more terms associated with going to the bank. Today, we're going to talk about going to the bank, and the different things you can do, and the different verbs associated and nouns associated with this very common experience. So, first, when you enter the bank, you have to "get in line" or "get in the queue". Now, specifically, in the United States, even in Canada, we use the word "line" when you're waiting to see someone at the bank. If you are in other parts of the world, specifically England, you can also call a line a "queue", so you get in the queue or get in line. Next, once it's your turn to, you know, do your business at the bank, you see a "bank teller". So, the name of the person who helps you at the bank is the teller. And after you see the bank teller, if you already have an account with the bank, you have to use your bank card and put in your "PIN". Your "PIN" is your personal identification number, your code, your password. Right? Now, once this is done, you're ready, the bank teller can see your account. Or maybe it's your first time and you didn't put in a PIN, there are different things you can do and ask for when you're at the bank. Number one, you can say: "Hi. I'd like to open an account", or "close an account". Now, again the two most common types of accounts at a bank are a checking account and a savings account. So your checking is your everyday spending. This is what you use your debit card for. Right? So, I'm just going to put "debit card" here. Your debit card is your bank card, and this is what you use to make payments when you go out to restaurants, movie theaters, etc. Okay, you can also transfer money when you are at the bank. So if you'd like to move some money from your checking account, for example, to one of your other accounts, such as a savings account or maybe a joint account that you have with your partner, husband, wife, etc., you can ask to do that. You can say: "Hi. I'd like to transfer $200 from my checking account to my savings account." And again, this is if you don't do online banking, which solves a lot of these issues. Now, instead of transferring money, you can also "deposit" money or "make a deposit". This means you are putting money into your accounts. So if you, you know, receive a check from the government, for example, or maybe your workplace still gives checks (it still happens, it does), you can deposit that check. And "deposit it" means put that money into your account. You can "withdraw". Now, "to withdraw" is to take out money. So, these two are really the most common verbs when you're talking about exchanging money with the bank, whether you're in the bank or at an ATM machine. So you deposit, which means you put money in; withdraw means you take money out. So you can withdraw or take out money. And the term we can also use is you can make a "withdrawal". And you'll see the "al" here, this means that, again, this is a noun in this case. The verb, there's no "al" at the end; it's just "withdraw". Withdraw money. You can "pay a bill". So, again, bills are our favourite things in the world, like pay for your electricity at your house, or your television, internet, etc. Now, again, this doesn't only have to be for those common things, because most people today, you have an automatic withdraw happens when you pay for a bill. But again, sometimes you get something where you have to go to the bank to pay the bill. If you get something from the Ministry of Transportation or something from the government, and it's unclear what you have to do to pay something online, you can go to the bank and you can pay that bill. Also, you can "exchange currency". So if you are travelling somewhere and you only have money from your country, you can change that money. And again, the name for "money" in this case is "currency", like the dollar is one type of currency, the yen is another type of currency. And you can ask the bank: "What's your rate?" because different places, exchange offices, banks, will have different rates for your currency. So, for example, the bank might say, if I'm travelling from Canada to the United States, they might say: "95 cents per dollar." Okay? So for every dollar that I have Canadian, I receive 95 cents American.

Why can't we just print money to pay off debt?
A video looking at way you can't simply print money to pay off debt. And what has happened when countries have tried to! And for that matter why a country having debt isn't necessarily a bad thing. The only reason the US has the most debt is because the US dollar is considered the most trust-worthy currency and other countries see the US as a safe place to put their money. It would be worse it countries started buying debt of other countries and stopped putting into the United States. The debt may be a lot but it's actually not something that's an issue. The US will never 'pay-off' its debt because that's not how it works. National debt only becomes an issue if GDP isn't growing, which it is. A more accurate way to see when the debt is an issue is the debt-GDP ration. In which the US is fine in that respect. Whereas Greece and Japan have debt-GDP ratios of over 150%, which is bad. Also, keep in mind that the US owns debt of many other countries. In fact, for every $1 of US debt, the US holds $0.89 of foreign debt.
