Architects should “stop being so defensive” and try to design houses that turn Nimbys into Slimbys (“something lovely in my backyard”), said Kit Malthouse MP, Housing Minister, at our Building More, Building Beautiful Conference – which brought together architects, planners, housebuilders politicians and journalists to discuss design and style in housebuilding. He praised Policy Exchange for “seizing the zeitgeist yet again”. This was the last of three events Policy Exchange is holding as part of our Building Beautiful Month: a conference on “Building More, Building Beautiful”. With speakers including: Kit Malthouse MP, Minister of State for Housing Ben Derbyshire, President, RIBA & Chair, HTA Design LLP Dr. Demetri Porphyrios, Principal, Porphyrios Associates Anne Ashworth, Assistant Editor (Property and Finance), The Times Paul Finch OBE, Programme Director, World Architecture Festival, Design Council & Editorial Director, Architects’ Journal Roger Madelin CBE, Head of Canada Water Development, British Land Sir Robin Wales, Former Mayor of Newham About the event Earlier this year Policy Exchange published its agenda-setting poll and report Building More, Building Beautiful. The report, which was praised by the Prime Minister when speaking at the Policy Exchange Summer Party, features a foreword by Rt Hon James Brokenshire MP, Secretary of State for Housing, Communities and Local Government and shows that the public are much more likely to consent to new homes in their area when they are built in designs and styles that are popular. The report argues that to overcome popular resistance to housebuilding, new homes should be built in designs and styles acceptable to the public. This event broughttogether architects, planners, housebuilders and policymakers to consider the findings and arguments of Building More, Building Beautiful. We discussed: what is the public’s preference when it comes to the designs and styles of new homes? Should we care what the public think? And – in practical terms – how can new homes be built in the ways the public like and want? About Policy Exchange’s focus on Place So much of the division in our politics and society revolves around a sense of place, or a lack of it. Who are we? What communities do we feel we belong to? Who are we prepared to make sacrifices for? These are essential questions which cut across policy in everything from housing development and the provision of public services, to devolution and Britain’s future outside the European Union. Policy Exchange is kickstarting a new debate on the importance of place, explaining how it shapes our politics, from a local to a national level, from the smallest village to the nation-state. We will research how the State’s policy levers, including for housing, infrastructure and decentralisation, are rapidly changing. And we will explain how the opportunity to make a generational shift in the way communities are built is within reach. It is, we firmly believe, possible to transform growing communities into true – and beautiful – settlements, where everyone is given the opportunity to call somewhere home. As part of our Building Beautiful Month, the Syrian architect and author Marwa Al-Sabouni spoke at Policy Exchange on “The Loss of Home”. Marwa appeared in conversation with Sir Roger Scruton and was introduced by Tom Tugendhat MP. About the event The loss of home has become a global epidemic. Many cities around the world are facing comparable housing crises – albeit with varying causes. In her work, Marwa Al-Sabouni links the urban and architectural transformations that happened to Syrian cities before the war to the ongoing “Armageddon” experienced by her country during it. In this talk, Marwa explains the context to the Syrian housing crisis and the loss of home experienced by millions, the creation of informalities and their place in the conflict, and how to address these problems. About Marwa Al-Sabouni Marwa Al-Sabouni is a Syrian practising architect and author of The Battle for Home, published by Thames and Hudson in 2016. She is a 2018 Prince Claus Fund laureate and was listed as one of the top contenders for the Pritzker Architecture Prize 2018. Her TED Talk was selected among the best TED talks of 2016 and was viewed over 900,000 times. She also was listed as one of the top 10 experts on Syria’s reconstruction. She holds a PhD in architectural design. Marwa previously spoke at Policy Exchange via video-link at a 2016 event on City and the Citizen: Building for Community. Tampere University of Technology produces new knowledge and expertise for the benefit of people and the environment. Our University keeps a close eye on the future needs of society, so that we can continuously develop, among others, our degree programmes. In 2017 TUT was the first university in Finland to introduce a major in robotics. We have also launched a new module in circular economy with financial support from the Finnish Innovation Fund Sitra. We saw an impressive 18 per cent increase in applications and admitted more than 1,300 new students in 2017. The most popular choices among applicants were Industrial Engineering and Management, Architecture, and Information Technology. In 2017, TUT conferred 733 master’s degrees in technology or architecture and 79 doctoral degrees. TUT celebrated its ninth doctoral conferment ceremony in May 2017. Doctoral degrees were formally conferred on 163 doctoral graduates and 10 honorary doctors. TUT pursues high-impact research. Among others, our research on light-controlled materials and electronic nose technology and its medical applications attracted widespread interest in Finland and abroad. Our achievements in signal processing, especially machine vision, also received international attention. We have continued to strengthen our international profile by joining the European Consortium of Innovative Universities. TUT signed new partnership agreements last year. One of our most important new partners is Rolls-Royce. We work together to develop remotely controlled and autonomous vessels. As our University enjoys a solid financial position, we have been able to make adjustments in response to a decrease in our operating budget. TUT’s balance sheet has remained strong, and allows us to invest more than 8 million euros in the development of our research environments in 2018. Our fund-raising campaign that ended in 2017 raised 6.3 million euros. Thank you to all our donors! The donations allow our University, for example, to explore new research avenues and develop learning environments. We are in the process creating a new higher education community made up of Tampere University of Technology, the University of Tampere and Tampere University of Applied Sciences. The new Tampere University will begin its operations on 1 January 2019. Tampere University of Technology is ready to join the new strong, multidisciplinary university and tap into the opportunities that it offers to further promote the reputation of Tampere as a hub of expertise in technology. The report on which this film is based can be read on the ASH website at architectsforsocialhousing.wordpress.com. It’s taken considerable research and practical work to produce the figures in this film. The reason for this is that, even though it’s the justification for the demolition of hundreds of London estates and tens of thousands of homes, all this information is withheld by councils under the catch-all of ‘commercial sensitivity’. If you watch this film, you’ll understand exactly why councils won’t let this information out: not to Freedom of Information requests by residents opposing the demolition of their estate; not to Architects for Social Housing when we’ve proposed design alternatives to their demolition; not even to the quantity surveyor representing Aylesbury estate leaseholders at the public inquiry into Southwark council’s compulsory purchase orders on their homes. What this film shows is that the difference between the financial costs of emptying, demolishing and redeveloping estates and the costs of their refurbishment and infill is so enormous that the one or two million pounds our estimates might be out by makes no difference to our arguments for the social, financial and environmental benefits of the latter. We hope that this report will put to bed, once and for all, the widely held but unfounded belief that councils cannot afford to refurbish the estates under their management; that these estates can’t be refurbished sufficiently to redress their managed decline; or that infill development on existing London estates can’t provide the housing we need. As this film demonstrates in considerable detail, all these arguments are fundamentally flawed. In design alternatives to the proposed demolition of six London estates, Architects for Social Housing has shown that refurbishment and – where appropriate and with the collaboration of residents – infill development is the most socially beneficial, environmentally sustainable and financially viable option to address the crisis of housing affordability in the capital. Demolishing and redeveloping estates is not a financial necessity but a political choice, and one that does nothing to address the housing needs of Londoners both present and future. On the contrary, as the figures in this film show, by demolishing our council estates and replacing homes for social rent with so-called ‘affordable’ housing and properties for market sale at upwards of half a million pounds, the estate demolition programme in its current form is expanding the housing crisis at the cost of the increased housing poverty and homelessness of its citizens. One can only imagine what what would happen if this film were broadcast on our national television in place of the poverty porn and stigmatisation of council estates that fill our programme schedules; but in the absence of interest from the British Broadcasting Corporation or anyone else in our Brexit-obsessed media, it’s up to housing campaigners to share this film as widely as possible. At 72 minutes it’s a little longer than we intended, but when it comes to information about estate regeneration the devil is always in the detail, and this film contains the minimum of detail necessary to understand the financial and social costs of this programme and the possibilities and benefits of the alternatives developed by ASH. Please feel free to screen this film to your fellow residents, campaign group, party branch, union members, ward councillor, Member of Parliament, GLA Member, housing association, property developer, regeneration officer, resident engagement panel, steering group, tenants and residents association, community consultancy, architectural practice or anyone else interested in the costs of estate regeneration.

260 people were killed in the textile factory fire at Ali Enterprises on 11 September 2012 in Karachi (Pakistan). German clothing retailer KiK was by its own admission the factory’s main customer. This 15 minute video from Goldsmiths, University of London’s Forensic Architecture project details the lack of stairs, emergency exits, fire extinguishers and fire alarms in the factory. Using photos, videos and witness testimonies, the forensic experts reconstructed the exact dimensions, architecture and layout of the building and simulated the events on the night of the fire. Based on this information and analysis, the Forensic Architecture team comes to a clear conclusion: small changes in fire safety precautions would have drastically reduced the impact of the fire.

When the St Gallen merchant Emil Alpiger returned to Zurich in 1896 after more than twenty years in Persia, his luggage included a wooden trunk full of Persian garments and fabrics. The family safeguarded this treasure trove for generations. Now, more than a hundred years later, the precious clothes, fabrics, wall hangings, and embroideries are focus of the exhibition “Shades of Elegance – Fashion and Fabrics in Teheran Around 1900” at Museum Rietberg in Zürich, Switzerland. The textiles stand for the taste and love of colour of a foregone time and culture, but also bear evidence to a vibrant age of trading. They are the product of reciprocal cultural exchange: cultural hybrids that join East and West. Thus, for instance, Iranian weavers and tailors found inspiration in European fashion and Western motifs and went on to make them their own. The exhibition indicates the power that lies in creative exchange and takes viewers back to nineteenth-century Persia with all its vivid and colourful works of art, to an era we otherwise only know from old black-and-white photographs.
