We’re joined by Dominic Tarr, a sailor, and the Founder of Secure Scuttlebutt. This curiously named project has a fascinating approach to creating a truly distributed social network. One might even say that Secure Scuttlebutt is “localized” as it gracefully degrades to Sneakernet, something few blockchain projects can claim. In actuality, the SSB protocol isn’t a blockchain in the traditional sense – each user’s feed acts as a sort of localized chain of posts, signed by their public key, and possibly encrypted for a friend's key to decrypt. When users meet, the system syncs their local databases using a gossip protocol and replicates the data. Encrypted data is transported from peer, to peer, to peer (or friends of friends) until it reaches its intended recipient. User may also optionally rely on public servers to sync data over the internet. President Tsai delivered the opening address, saying Taiwan would continue to defend democracy against challenges from Chinese aggression. Stock market chaos | The end of easy money? | Counting the Cost

This week saw a brutal selloff in global stocks which accelerated as the week got under way. On Monday and Tuesday, stocks fell dramatically, erasing all of the gains of 2018 in a matter of hours. And then, stocks recovered and have been pretty volatile since. So what is behind the wild swings in stocks and bonds from New York to London to Tokyo? The prospect of higher interest rates across the globe was the main reason given by analysts for the market rout. The world economy is just emerging from a period of record low-lending rates, and in some cases negative interest rates, all designed to revivify the global economy. Nearly a decade of ultra-easy monetary policy by central banks has sent asset prices sky-high, but now that's likely to end. Things like stocks, bonds, commodities and currencies are going to have to adjust. "For too long, investors were sleepwalking into the raging bull market that was going on underneath them. And investors and traders forgot the financial markets can fall as well as rise," says market analyst David Madden at CMS Markets. "There was so much positive momentum, there were so many positive indicators and so much enthusiasm surrounding global stock markets ... that investors, quite frankly, got complacent. They ignored the fact that volatility was at multiyear lows and they assumed that stock markets would keep reaching fresh record heights here in Europe or in Asia. We did hit a speed bump when we saw average earnings in the US spike last week, sending fears we could have four rate rises from the Federal Reserve this year. That's what prompted this exodus out of equities," he explains. "This is a classic example of the market being overbought, overstretched, and the selloff you've seen recently is all the froth being taken off the top of the market." The era of easy money is perhaps over, according to Madden. "I think we're entering the transition period whereby central bankers in the last number of years had very aggressive loose-margin policies to kick-start the economies around the world. And we're now probably in the phase where the central banks are looking to step back and in many cases actually tighten the margin policy - be it in the form of higher interest rates or a reduction in the stimulus package," he says. "So, it's almost like the economy has gotten off the ground and now the economy is going to have to survive more on its own momentum rather than the guiding hand of central banks." Laos debt: Concerns are growing about how much money the government in Laos is borrowing from China putting the country into deeper debt. Wayne Hay reports from the Laotian capital, Vientiane. Ryanair Jordan: Ryanair said it's launching flights to Jordan for the first time. The low-cost Irish airline already flies to Israel and Morocco. Its first route from Amman in Jordan to Paphos in Cyprus will begin in March. SpaceX launch: Billionaire entrepreneur Elon Musk's company SpaceX sent one of his Tesla electric cars into space, as Rob Reynolds reports. The successful launch gave Musk's company a boost, which wants lucrative contracts with NASA, the US military, and satellite companies. US oil production: Oil production from US oil wells is at all-time heights. US figures show that weekly production is already above 10 million barrels a day. The US Energy officials predict output will top 11 million barrels a day by the end of the year. This couldn't come at a worse time for OPEC, which is trying to cut production in order to wipe out oversupply concerns and support prices. Antoine Halff, senior research scholar at the Columbia University Center on Global Energy Policy, gives his take. Ronald Reagan: More trade, not less, is the wave of the future. Here in America, as we reflect on the many things we have to be grateful for, we should take a moment to recognize that one of the key factors behind our nation's great prosperity is the open trade policy that allows the American people to freely exchange goods and services with free people around the world. The freedom to trade is not a new issue for America. In 1776 our Founding Fathers signed the Declaration of Independence, charging the British with a number of offenses, among them, and I quote, ``cutting off our trade with all parts of the world,'' end quote. And that same year, a Scottish economist named Adam Smith launched another revolution with a book entitled ``The Wealth of Nations,'' which exposed for all time the folly of protectionism. Over the past 200 years, not only has the argument against tariffs and trade barriers won nearly universal agreement among economists but it has also proven itself in the real world, where we have seen free-trading nations prosper while protectionist countries fall behind. America's most recent experiment with protectionism was a disaster for the working men and women of this country. When Congress passed the Smoot-Hawley tariff in 1930, we were told that it would protect America from foreign competition and save jobs in this country -- the same line we hear today. The actual result was the Great Depression, the worst economic catastrophe in our history; one out of four Americans were thrown out of work. Two years later, when I cast my first ballot for President, I voted for Franklin Delano Roosevelt, who opposed protectionism and called for the repeal of that disastrous tariff. Ever since that time, the American people have stayed true to our heritage by rejecting the siren song of protectionism. In recent years, the trade deficit led some misguided politicians to call for protectionism, warning that otherwise we would lose jobs. But they were wrong again. In fact, the United States not only didn't lose jobs, we created more jobs than all the countries of Western Europe, Canada, and Japan combined. The record is clear that when America's total trade has increased, American jobs have also increased. And when our total trade has declined, so have the number of jobs. Part of the difficulty in accepting the good news about trade is in our words. We too often talk about trade while using the vocabulary of war. In war, for one side to win, the other must lose. But commerce is not warfare. Trade is an economic alliance that benefits both countries. There are no losers, only winners. And trade helps strengthen the free world. Yet today protectionism is being used by some American politicians as a cheap form of nationalism, a fig leaf for those unwilling to maintain America's military strength and who lack the resolve to stand up to real enemies -- countries that would use violence against us or our allies. Our peaceful trading partners are not our enemies; they are our allies. We should beware of the demagogs who are ready to declare a trade war against our friends -- weakening our economy, our national security, and the entire free world -- all while cynically waving the American flag. The expansion of the international economy is not a foreign invasion; it is an American triumph, one we worked hard to achieve, and something central to our vision of a peaceful and prosperous world of freedom. After the Second World War, America led the way to dismantle trade barriers and create a world trading system that set the stage for decades of unparalleled economic growth. And in one week, when important multilateral trade talks are held in Montreal, we will be in the forefront of efforts to improve this system. We want to open more markets for our products, to see to it that all nations play by the rules, and to seek improvement in such areas as dispute resolution and agriculture. We also want to bring the benefits of free trade to new areas, including services, investment, and the protection of intellectual property. Our negotiators will be working hard for all of us. Yes, back in 1776, our Founding Fathers believed that free trade was worth fighting for. And we can celebrate their victory because today trade is at the core of the alliance that secure the peace and guarantee our freedom; it is the source of our prosperity and the path to an even brighter future for America. The New SEC Guidance on Cybersecurity- Today is the first in a LawCast series talking about the new SEC guidance on cybersecurity. On February 20, 2018, the SEC issued new interpretative guidance on public company disclosures related to cybersecurity risks and incidents. In addition to addressing public company disclosures, the new guidance reminds companies of the importance of maintaining disclosure controls and procedures to address cyber-risks and incidents and reminds insiders that trading while having non-public information related to cyber-matters could violate federal insider-trading laws. The new guidance is not dramatically different from the 2011 guidance. The topic of cybersecurity has been in the forefront in recent years, with the SEC issuing a series of statements and creating two new cyber-based enforcement initiatives targeting the protection of retail investors, including protection related to distributed ledger technology (DLT) and initial coin or cryptocurrency offerings (ICO’s). The SEC has also asked the House Committee on Financial Services to increase the SEC’s budget by $100 million to enhance the SEC’s cybersecurity efforts. The SEC incorporates cybersecurity considerations in its disclosure and supervisory programs, including in the context of its review of public company disclosures, its oversight of critical market technology infrastructure, and its oversight of other regulated entities, including broker-dealers, investment advisors and investment companies. Considering rapidly changing technology and the proliferation of cybersecurity incidents affecting both private and public companies (including a hacking of the SEC’s own EDGAR system and a hacking of Equifax causing a loss of $5 billion in market cap upon disclosure), threats and risks, public companies have been anticipating a needed update on the SEC disclosure-related guidance. SEC Commissioner Kara Stein’s statement on the new guidance is grim on the subject, pointing out that the risks and costs of cyberattacks have been growing and could result in devastating and long-lasting collateral affects. Commissioner Stein cites a Forbes article estimating that cyber-crime will cost businesses approximately $6 trillion per year on average through 2021 and an Accenture article citing a 62% increase in such costs over the last five years. Commissioner Stein also discusses the inadequacy of the 2011 guidance in practice and her pessimism that the new guidance will properly fix the issue. She notes that most disclosures are boilerplate and do not provide meaningful information to investors despite the large increase in the number and sophistication of, and damaged caused by, cyberattacks on public companies in recent years. Commissioner Stein includes a list of requirements that she would have liked to see in the new guidance, including, for example, a discussion of the value to investors of disclosing whether any member of a company’s board of directors has experience, education, expertise or familiarity with cybersecurity matters or risks. I have read numerous media articles and blogs related to the disclosure of cyber-matters in SEC reports. One such blog was written by Kevin LaCroix and published in the D&O Diary. Mr. LaCroix’s blog points out that according to a September 19, 2016, Wall Street Journal article, cyber-attacks are occurring more frequently than ever but are rarely reported. The article cites a report that reviewed the filings of 9,000 public companies from 2010 to the present and found that only 95 of these companies had informed the SEC of a data breach. #LegalAndComplianceLLC
