In these geopolitical games of chess, let’s review where the pieces on the board — the weapons systems — are coming from. These are the top ten countries that export the most arms according to the authority on this topic, the Stockholm International Peace Research Institute. Before we begin, a few important points: the data does not include spending on support services for these increasingly high-tech systems, which is now the dominant aspect of military spending; companies — some state-owned — are the primary providers of these weapons; and we’re using the average of the five most recent years to give the rankings more stability. Israel’s arms industry is ranked tenth. Its exports surged above $1.2B for 2016, three times what it was just two years earlier. Part of this is increased sales to India, Israel’s biggest customer. Israel’s Aerospace Industries just finalized a deal worth $2B to provide air and missile defense systems. Ninth is Ukraine. Those ships instead were sold to Egypt. China’s third-ranked defense industry is surging, rising from the sixth position just five years ago. The Chinese understand that in geopolitics, controlling the sale of military hardware is often a government’s most valuable bargaining chip. What’s interesting is the Chinese don’t — or can’t — make sales to its global rival, the United States, or its regional rival, India. The only NATO nation China has ever exported arms to is Turkey, but even that stopped in 2013. Russia is second. Its main customer, India, now buys just half as many Russian made weapons systems as they were buying five years ago and, overall, Russia’s arms sales are down 30% from their peak. After Putin’s actions in eastern Ukraine, the US, NATO, and their allies used a combination of tools, including sanctions, to hurt Russia.

Drug arrests in China rose 15-point-4 percent in the first half of the year and seizures of opium more than doubled, the official Xinhua news agency said on Sunday. The countries attending Monday's meeting form the "Golden Triangle" region of Southeast Asian nations which between them account for much of the heroin smuggled into China. Chinese police arrested more than 165-thousand people in the first half of this year for drug offences - 28-thousand of them on suspicion of producing or trafficking drugs, Xinhua said. Seizures of opium more than doubled to 1-point-9 tons, while heroin seizures were up 75 percent at 6-point-2 tons compared to the first six months of last year, the report said. The amount of methamphetamine seized through June was up by 17 percent to 2-point-9 tons, Xinhua said. It said police also seized a record 640-thousand Ecstasy tablets and 211 tons of imported chemicals intended for drug production. China has suffered an upsurge in drug abuse and drug-related crime, due in part to loosened social controls and the easy availability of heroin from neighbouring countries. After trying for years to conceal the extent of drug abuse, Chinese authorities have begun to cooperate with foreign governments in anti-drug efforts. The meeting was led by Luo Gan, the Chinese Communist Party's top law official. More than 66-thousand addicts were sentenced to compulsory drug treatment during the first half of the year, while 11-thousand were sent to labour camps, Xinhua said. The report didn't give any details of the kinds of drug offences committed for treatment, but most compulsory drug treatment in China is for heroin abuse.
