Following agreement with the Council in trilogue the new regulation is now to be voted in plenary in December. In contrast to previous, rejected proposals on ports, this one will not affect Member States' social and employment rules. Rivers Monorail Port Harcourt - First in Africa!

Intamin Transportation Ltd. has signed an agreement with Rivers Monorail Company Ltd to deliver a Monorail System for the city of Port Harcourt. Port Harcourt and its metropolitan area counts actually 3.7 Mio citizens and is characterised by oil production and its associated industries. The rapidly increasing traffic in the city regularly leads to congested roads. Therefore city-planners were looking for a fast implementation of an efficient mass transit system. Rivers Monorail will be using Intamin’s monorail train type P30, an electric driven train especially designed and most suitable for public transport services in cities. The train is characterized by an innovative design, spacious cabins and is equipped with large size door openings for easy access for passengers with luggage. The modern design of the trains combined with a seamless appearance of the track system integrates the system excellently into the environment. The system covers approx. twenty kilometres within the city of Port Harcourt, serving 14 stations between Aggrey Rd. and the loop North/East of the Garrison station. The train guiding system combined with a sophisticated automatic train protection and guiding solution, allows for optimisation of line performance while improving the safety of operation with trains at a speed of up to 80km/h. The train operation is monitored by staff in the Operation Control Centre. The monorail project is part of the city’s and River State infrastructural investments to improve the traffic situation. With over four decades of experience Intamin provides Monorail Systems for public transportation which are in compliance or even exceed the highest standards and safety regulations demanded by public transportation.

(5 Feb 2017) LEAD IN: A small telecommunications company is bringing Wi-Fi to remote parts of Australia where many of the big operators aren't interested in providing broadband coverage. However Red WiFi says changes to frequency regulations mean its unlimited data service for the bush could be under threat. STORY-LINE: From the top of grain silos, water tanks and farming sheds, a series of dishes are helping people stay connected to the world. Until recently there wasn't much choice for people living in remote farming communities on the Darling Downs when it came to internet access. "It was really hard before we got internet out here to do my study and stuff and it was nowhere as fast as it was in town," says local resident Elisha Wallen. Farmer Kim Bremnar is using his smartphone to monitor water levels on his property. Like an increasing number of farmers, the internet plays a central role in his business and he says services being offered in the outback weren't sufficient. "We've had internet issues for a long time now, even though we're in a reasonable mobile phone reception, the issues have been about the cost of data with mobile broadband and major telcos (telecommunications companies) not offering a reasonable plan," says Bremner. So to fill the void in country towns a small group of Toowoomba entrepreneurs came up with a plan and formed a company, Red WiFi. They're using existing infrastructure to install dishes and stream high-speed fixed wireless to properties, with unlimited data plans. "We've been contacted from all over Australia by communities that want us there to roll out. There's a huge need and a huge hole in Australia with data," says Red WiFi technician Ken Woodward. But a major review is underway by the Australian Communication and Media Authority. The independent body is looking to change conditions of access to certain frequencies, and Red WiFi fears it will be locked out of regional areas by the major telecommunication companies. If the conditions are changed, companies like Red WiFi will have to cross over to free open-air frequencies, restricting connection and speed. 72 submissions to the proposal are currently being evaluated with plans for more consultation this year. This course focuses on how best to regulate (public or private) firms responsible for the delivery of what are commonly viewed as public services in the context in which the service providers enjoy significant market power. The lectures get into both the theory and the practice of regulation. The main illustrations of the concepts are from the infrastructure industries (airports, energy, rail, roads, ports, telecoms, water and sanitation). These sectors represent investments and maintenance expenditures of 5-20% of GDP (depending on the level of development of the country) and are major contributors to the growth capacity of countries and of their competitiveness. . They also represent a very large share of the required spending of every household. The poorer the household, often, the higher the share it needs to spend on these public services. Finally, because of the high amounts invested in the sector and the large size of many of the projects required, these services are quite exposed to corruption risks. This is why these services are so politically sensitive and why governments, non-governmental organization and other stakeholders spend a lot of energy debating how best to regulate them.. By the end of the class, you will see that the key issues you’ll learn are representative of many of the trade-offs covered in the ongoing policy debates and you should be able to develop your own view on what desirable regulatory policies and institutions should be in public services, and probably more generally. First Amendment Test: Port of Oakland Audit with Nasty Nathanial

Nasty Nathanial and I recently conduct a First Amendment audit at the Port of Oakland. This particular video involves the Ben E. Nutter Terminal, which is leased and operated by Everport Terminal Services. After being cursed at by a Security Guard, the Security Manager approached us and claimed that we were breaking the law. When asked what law we were violating, he cited the Maritime Transportation Security Act. While it is difficult to understand exactly what section of the Act he referred to, it seemed like he was referring to section 105. He further indicated that the act applied because we were in a secure area. While section 105 of the Act does pertain to the admittance or denial of access to secure areas, we were recording from outside of the Terminal, where the regulations do not apply. Furthermore, the Act makes no reference to video recording or photography of any kind. The International Coordination Meeting of the UNCTAD/TrainForTrade Port Training Programme of the English-speaking Network to be held in Belfast, UK (3-4 July 2013) After a successful 2-year implementation of the second cycle (2011-2013) of the UNCTAD/ TrainForTrade Port Training Programme of the English-speaking Network in five members countries (Ghana, Indonesia, the Maldives, Namibia and Tanzania), the International Coordination Meeting will be organized in Belfast, the United Kingdom, from 3-4 July. The meeting will give opportunities for port communities to assess the results of the second cycle in the five member countries; evaluate the scope for expanding the program to new countries; adapt the Belfast 2013 Coordination Meeting recommendations; and discuss and exchange views on lesson learned and best practices in port communities in relation to port performance, port services and human resources development. The meeting will be attended by the Secretary-General of UNCTAD; the Irish Minister of State at the Department of Foreign Affairs and Trade; the Minister of Enterprise, Trade and Investment of Northern Ireland; Irish Aid representatives; Chief Executive Officers, Director General, and senior management from the Irish Port Partners and from other port communities in Africa and Asia. The meeting is organized by UNCTAD, in cooperation with Belfast Harbour Commissioners, Dublin Port Company, Port of Cork and Irish Aid.

Jean-Luis Colson Christina Vartos - Tzannetakis Ann Devouche, European Commission Members Jean -- Luis explains the function of his unit at the European Commission Maritime Transport division where they deal with training and working conditions of seafarers which includes attending the IMO and drafting regulations for the European Union for negotiation with the EU Member States. Jean -- Luis's associate, Ann Devouche who has been with the unit for six years during which time her main function has been to participate in MLC 2006 negotiations and transposing the same into EU Legislation in order to ensure its efficient enforcement within the EU through Port State Control inspections. Christina Vartos- Tzannetakis, another team member explains that the EU has developed comprehensive legislation that can decide whether or not international standards are applied within the EU Member States. Thus the same application of standards are ensured throughout the EU. In particular Christina makes reference to the upcoming amendments to the STCW 1978 Convention through a diplomatic conference in Manila during June of 2010. Maritime Transport enables trade and contacts between all the European nations. It ensures the security of supply of energy, food and commodities and provides the main vehicle for European imports and exports to the rest of the world. Almost 90% of the EU external freight trade is seaborne. Short sea shipping represents 40% of intra-EU exchanges in terms of ton-kilometers. The quality of life on islands and in peripheral maritime regions depends on good maritime transport services. Each year, more than 400 million passengers embark and disembark in European ports. Overall, maritime industries are an important source of employment and income for the European economy. The European Commission's objective is to protect Europe with very strict safety rules preventing sub-standard shipping, reducing the risk of serious maritime accidents and minimizing the environmental impact maritime transport. The Commission also works actively against piracy and terrorism threats. Another important activity concerns the social dimension, looking after working conditions, health and safety issues and professional qualifications of seafarers. Finally, the Commission works for the protection of citizens as users of maritime transport services, ensuring safe and secure conditions, looking after their rights as passengers and examining the adequacy of the public service maritime transport connections proposed by Member States. The Commission has recently updated its strategic goals and recommendations for the EU Maritime Transport Policy until 2018. Action in the area of maritime transport aims at ensuring the long term performance of the European maritime transport system as a whole to the benefit of all other economic sectors and of the final consumer. The Commission supports actively the efforts of the EU Member States and of the European shipping sector offering quality shipping services in Europe and all over the world.

TRAI To Step In If Jio , Airtel , Vodafone Idea Limited & BSNL Becomes Anti-Competitive.The Telecom Regulatory Authority of India (Trai) has cautioned mobile phone companies against any anti-competitive behaviour, saying the sectoral watchdog will step in if there is any hint of cartelisation in an industry reduced to three private players, plus one state-run telco. "A four-player market is fairly healthy and offers a competitive environment. But if it is anti-competitive or predatory, we'll step in," Telecom Regulatory Authority of India (Trai) chairman Ram Sewak Sharma told ET in an interview. His comments come amid concerns in some segments that a three plus one player market may lead to cartelisation, resulting in higher tariffs for over time. Reliance Jio's disruptive foray in September 2016 has forced smaller players to exit and others, including India’s then no. 2 and 3 players Vodafone India and Idea Cellular, to merge. As a result, India’s only surviving telcos are Bharti Airtel, Vodafone Idea besides Jio. State-run Bharat Sanchar Nigam Ltd. is the fourth player in the market. On Trai's latest consultation paper on regulating communication OTTs such as WhatsApp, Google Duo, Skype and Viber, Sharma said the intent is to look at the difference in “treatment” of telcos which offer traditional services - voice call, SMSes and new services video calls –and OTT players, or apps, who offer similar services but without the added responsibilities and liabilities of licensees. He said the paper will address the issue taking into account the impact on investments required by telcos to support growth, measures to be taken to foster innovation and competition, and protecting national security. “Trai’s consultation paper of 2015 touched upon many aspects of OTT services. They were later divided into specific areas and have already been dealt with under as many as five regulations or recommendations,” Sharma said. He added that the latest paper will be “limited” in focus and will deal with the “residual issue” pertaining to treatment of communication apps. He didn’t comment a time frame by which the regulator will issue recommendations on the subject, but typically, it takes about six months. Now that the OTT paper is out, Trai is set to soon float a consultation paper which will seek views on how to operationalise the new telecom policy - National Digital Communications Policy 2018 – recently notified by the government. “Besides OTT, the immediate consultation paper will be on how to operationalise the National Digital Communications Policy and there may be a separate paper on fiberisation in the country,” Sharma said. Accelerating laying of fibre in the country is key to the success of 5G roll outs in India. He added that the Trai can either wait for the Department of Telecommunications (DoT) to send a reference seeking views on the new policy, or can even issue a paper suo-moto. “We are working closely with the DoT to operationalise policy goals,” he said. The telecom regulator also rubbished views of some telcos, experts and even a section of the DoT that Trai’s suggested base price for 5G airwaves was high and needed to be lowered. "Our pricing is based on rational considerations. We have done analysis, and to my mind, it is most appropriate," Sharma said. The top regulator also believes that the actual price is determined by the auction process only, and not merely by the reserve price. Some industry experts have said that Trai’s suggested base price of Rs 492 crore per unit of 3500 MHz 5G spectrum was much higher than the Rs 65 crore per unit discovered at a recent 5G auction in Korea. Sharma said that the government would take a final call on pricing and the timing of next auction, but said more spectrum should be put on sale which can help operators improve quality of services. He indicated that the auctions should not be delayed, saying “spectrum is a perishable resource”.

Small ports might not be equipped with electronic data transmission at all. Normally at each port call, shipping companies have to enter the same data repeatedly and often manually, resulting in duplication and errors. Not only is the internet changing the way we do business, but also how we communicate with our social networks, how we search for information, and even how we learn new skills for our trade. E-hailing services in the country such as Grab will now be regulated under the same licensing conditions as taxi drivers beginning tomorrow. Transport Minister, Anthony Loke Siew Fook announced a list of new regulations that will help even the playing field for both taxi and e-hailing drivers. He added that e-hailing drivers will also need to go through regular car inspections, health inspections and renew their driver's card annually similar to that of taxi drivers. Loke also pointed out that e-hailing and taxi operators are required to insure the driver, vehicle, passengers and third parties. All the new regulations will take effect on July 12th, with a one-year grace period given to drivers and companies to comply with them. It is estimated that there are around 200,000 e-hailing drivers in the country. Rivers Monorail Port Harcourt, Installation Traverser

Intamin Transportation Ltd. has signed an agreement with Rivers Monorail Company Ltd to deliver a Monorail System for the city of Port Harcourt. Port Harcourt and its metropolitan area counts actually 3.7Mio citizens and is characterised by oil production and its associated industries. The rapidly increasing traffic in the city regularly leads to congested roads. Therefore city-planners were looking for a fast implementation of an efficient mass transit system. Rivers Monorail will be using Intamin’s monorail train type P30, an electric driven train especially designed and most suitable for public transport services in cities. The train is characterized by an innovative design, spacious cabins and is equipped with large size door openings for easy access for passengers with luggage. The modern design of the trains combined with a seamless appearance of the track system integrates the system excellently into the environment. The system covers approx. twenty kilometres within the city of Port Harcourt, serving 14 stations between Aggrey Rd. and the loop North/East of the Garrison station. The train guiding system combined with a sophisticated automatic train protection and guiding solution, allows for optimisation of line performance while improving the safety of operation with trains at a speed of up to 80km/h. The train operation is monitored by staff in the Operation Control Centre. The monorail project is part of the city’s and River State infrastructural investments to improve the traffic situation.
