Sovereignty is understood in jurisprudence as the full right and power of a governing body to govern itself without any interference from outside sources or bodies. In political theory, sovereignty is a substantive term designating supreme authority over some polity. It is a basic principle underlying the dominant Westphalian model of state foundation. Derived from Latin through French souveraineté, its attainment and retention, in both Chinese and Western culture, has traditionally been associated with certain moral imperatives upon any claimant. The concept of sovereignty has been discussed throughout history, and is still actively debated It has changed in its definition, concept, and application throughout, especially during the Age of Enlightenment. The current notion of state sovereignty contains four aspects consisting of territory, population, authority and recognition. According to Stephen D. Krasner, the term could also be understood in four different ways: 1. domestic sovereignty – actual control over a state exercised by an authority organized within this state, 2. interdependence sovereignty – actual control of movement across state's borders, assuming the borders exist, 3. international legal sovereignty – formal recognition by other sovereign states, 4. Westphalian sovereignty – lack of other authority over state other than the domestic authority (examples of such other authorities could be a non-domestic church, a non-domestic political organization, or any other external agent). Often, these four aspects all appear together, but this is not necessarily the case – they are not affected by one another, and there are historical examples of states that were non-sovereign in one aspect while at the same time being sovereign in another of these aspects. According to Immanuel Wallerstein, another fundamental feature of sovereignty is that it is a claim that must be recognised by others if it is to have any meaning: "Sovereignty is more than anything else a matter of legitimacy requires reciprocal recognition. Sovereignty is a hypothetical trade, in which two potentially conflicting sides, respecting de facto realities of power, exchange such recognitions as their least costly strategy." An important factor of sovereignty is its degree of absoluteness. A sovereign power has absolute sovereignty when it is not restricted by a constitution, by the laws of its predecessors, or by custom, and no areas of law or policy are reserved as being outside its control. International law; policies and actions of neighboring states; cooperation and respect of the populace; means of enforcement; and resources to enact policy are factors that might limit sovereignty. For example, parents are not guaranteed the right to decide some matters in the upbringing of their children independent of societal regulation, and municipalities do not have unlimited jurisdiction in local matters, thus neither parents nor municipalities have absolute sovereignty. Theorists have diverged over the desirability of increased absoluteness. A key element of sovereignty in a legalistic sense is that of exclusivity of jurisdiction. Specifically, the degree to which decisions made by a sovereign entity might be contradicted by another authority. Along these lines, the German sociologist Max Weber proposed that sovereignty is a community's monopoly on the legitimate use of force; and thus any group claiming the same right must either be brought under the yoke of the sovereign, proven illegitimate, or otherwise contested and defeated for sovereignty to be genuine. International law, competing branches of government, and authorities reserved for subordinate entities (such as federated states or republics) represent legal infringements on exclusivity. Social institutions such as religious bodies, corporations, and competing political parties might represent de facto infringements on exclusivity.

1. The Problem We see four major abuses perpetrated by the federal government. These abuses are not mere instances of bad policy. They are driving us towards an age of “soft tyranny” in which the government does not shatter men’s wills but “softens, bends, and guides” them. If we do nothing to halt these abuses, we run the risk of becoming nothing more than “a flock of timid and industrious animals, of which the government is the shepherd.” (Alexis de Tocqueville, Democracy in America, 1840) 1. The Spending and Debt Crisis The $19 trillion national debt is staggering, but it only tells a part of the story. Under standard accounting practices, the federal government owes around $100 trillion more in vested Social Security benefits and other programs. This is why the government cannot tax its way out of debt. Even if it confiscated everything, it would not cover the debt. 2. The Regulatory Crisis The federal bureaucracy has placed a regulatory burden upon businesses that is complex, conflicted, and crushing. Little accountability exists when agencies—rather than Congress—enact the real substance of the law. Research from the American Enterprise Institute shows that since 1949, federal regulations have lowered the real GDP growth by 2% and made America 72% poorer. 3. Congressional Attacks on State Sovereignty For years, Congress has been using federal grants to keep the states under its control. Combining these grants with federal mandates (which are rarely fully funded), Congress has turned state legislatures into their regional agencies rather than respecting them as truly independent republican governments. A radical social agenda and an invasion of the rights of the people accompany all of this. While significant efforts have been made to combat this social erosion, these trends defy some of the most important principles. 4. Federal Takeover of the Decision-Making Process The Founders believed that the structures of a limited government would provide the greatest protection of liberty. Not only were there to be checks and balances between the branches of the federal government, power was to be shared between the states and federal government, with the latter only exercising those powers specifically granted in the Constitution. Collusion among decision-makers in Washington, D.C., has replaced these checks and balances. The federal judiciary supports Congress and the White House in their ever-escalating attack upon the jurisdiction of the fifty states. We need to realize that the structure of decision-making matters. Who decides what the law shall be is as important as what is decided. The protection of liberty requires a strict adherence to the principle that power is limited and delegated. Washington, D.C., does not believe this principle, as evidenced by an unbroken practice of expanding the boundaries of federal power. In a remarkably frank admission, the Supreme Court rebuffed a challenge to the federal spending power despite acknowledging that power had grown far beyond the bounds envisioned by the Founders: This framework has been sufficiently flexible over the past two centuries to allow for enormous changes in the nature of government. The Federal Government undertakes activities today that would have been unimaginable to the Framers in two senses; first, because the Framers would not have conceived that any government would conduct such activities; and second, because the Framers would not have believed that the Federal Government, rather than the States, would assume such responsibilities. Yet the powers conferred upon the Federal Government by the Constitution were phrased in language broad enough to allow for the expansion of the Federal Government’s role.

Our Right to Travel or Right to Drive - Common Law and Sovereignty. Freeman is a term used to describe a man who in medieval days was not tied to land under medieval serfdom (government service), unlike a villein or serf. In the year 1297, this term was used in the Magna Carta. Perhaps the most famous clause of Magna Carta states: No "Freeman" shall be taken or imprisoned, or be disseised of his Freehold, or Liberties, or free Customs, or be outlawed, or exiled, or any other wise destroyed; nor will We not pass upon him, nor condemn him, but by lawful judgment of his Peers, or by the Law of the Land. This is sometimes called the "law of the land clause", thus the reasoning for the "on the land" from the statement "freeman on the land"; to establish the fact that I am a free man, of flesh and blood, standing on dry land ruled by the law of the land, or common law. The complete opposite of " law of the water", or Admiralty law which was originally designed for commercial use on the high seas to govern corporations, which has been adapted for use on dry land. Admiralty law or maritime law is a distinct body of law that governs maritime questions and offenses. It is a body of both domestic law governing maritime activities, and private international law governing the relationships between private entities that operate vessels on the oceans. It deals with matters including marine commerce, marine navigation, marine salvaging, shipping, sailors, and the transportation of passengers and goods by sea. CHAPTER ONE: Article 1 Of The Constitution Of Kenya - Sovereignty of the people Article 1 (Sovereignty of the people) (1) All sovereign power belongs to the people of Kenya and shall be exercised only in accordance with this Constitution. (2) The people may exercise their sovereign power either directly or through their democratically elected representatives. (3) Sovereign power under this Constitution is delegated to the following State organs, which shall perform their functions in accordance with this Constitution— (a) Parliament and the legislative assemblies in the county governments; (b) the national executive and the executive structures in the county governments; and (c) the Judiciary and independent tribunals. (4) The sovereign power of the people is exercised at— (a) the national level; and (b) the county level.

WHEREAS, the Tenth Amendment to the Constitution of the United States reads as follows: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."; and WHEREAS, the Tenth Amendment defines the total scope of federal power as being that specifically granted by the Constitution of the United States and no more; and WHEREAS, the scope of power defined by the Tenth Amendment means that the federal government was created by the states specifically to be an agent of the states; and WHEREAS, today, in 2008, the states are demonstrably treated as agents of the federal government; and WHEREAS, many federal mandates are directly in violation of the Tenth Amendment to the Constitution of the United States; and WHEREAS, the United States Supreme Court has ruled in New York v. United States, 112 S. Ct. 2408 (1992), that Congress may not simply commandeer the legislative and regulatory processes of the states; and WHEREAS, a number of proposals from previous administrations and some now pending from the present administration and from Congress may further violate the Constitution of the United States. NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES AND THE SENATE OF THE 2ND SESSION OF THE 51ST OKLAHOMA LEGISLATURE: THAT the State of Oklahoma hereby claims sovereignty under the Tenth Amendment to the Constitution of the United States over all powers not otherwise enumerated and granted to the federal government by the Constitution of the United States. THAT this serves as Notice and Demand to the federal government, as our agent, to cease and desist, effective immediately, mandates that are beyond the scope of these constitutionally delegated powers. THAT a copy of this resolution be distributed to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives, the Speaker of the House and the President of the Senate of each state's legislature of the United States of America, and each member of the Oklahoma Congressional Delegation.

Pitlo added that in May this year, construction work began at lighthouses in Pag-asa, Patag (Flat), Likas (West York) and the City (Loatia) Islands to improve navigation safety. Seven new buildings in Pag-asa are also being built to improve living conditions. He also cited "The Second Horizon Modernization Program" (2018-2022) of the Philippine Armed Forces as one of the steps taken by the government. "While the President has emphasized dispute management, it is a mistake to say that he has not invested in the country's external defense," Pitlo said, citing Duterte's approved government defense budget of $ 5.6 billion unlike the previous government of more than $ 1.7 billion . Duterte also moved the purchase of several items, including the submarine, originally allocated to "Third Horizon" (2023-2028) to ensure this will be obtained before the end of his term. The president, Pitlo said, approved the acquisition of two squadrons of multi-role fighter and frigates and has been included in priority defense articles for long-distance patrol boats, drone ships and offshore patrol vessels.
