The Government Shutdown Is Turning Prison Guards Into Uber Drivers (HBO)

FRESNO, Calif. — Aaron McGlothin, 43, works as a corrections officer at the federal prison in Mendota, California. He’s had a decades-long, stable career in corrections. But with no paycheck in sight due to the government shutdown, he’s started driving for Uber to help make ends meet. “It can be a little embarrassing,” he told VICE News while driving around Fresno in the rain on Saturday, looking for rides. “The embarrassing thing is, it's like, well — you have a job, you know? And then when people see this they're going to realize that, well heck yeah you got a job, but you're not getting paid.” It’s a slow day, and after two hours Ubering McGlothin makes less than $10 — but at this point, anything’s worth it. “I live paycheck to paycheck,” he said. “I've got to have food on my table. I've got to have gas in my tank to get to and from work because I'm not getting paid. I've got to have heat, gotta have my lights on. I've got to have my electricity on.” McGlothin is one of 40,000 Federal Bureau of Prisons staffers nationwide, most of whom were deemed “essential” and therefore required to work without pay until the shutdown ends. Bureau staffers say they’re already dealing with low morale after years of cutbacks in their prisons, meaning more inmates with fewer guards and gear they worry is inadequate to protect them. And now they’re working without knowing when they’ll get paid. “Everybody's scared. They don't know what the hell's going on because this is different than 2013. We all went through the 2013 shutdown and it was 16 days,” McGlothin said. “There was a different sense in Washington. They wanted to reopen. There's not that sense right now.” The uncertainty means that some employees are having to forego child support payments, leave healthcare bills unpaid and choosing between putting food on the table or enough gas in their tanks to go to work. And John Kostelnik, a local union president at the federal prison complex in Victorville, Calif., says he’s worried about the mental toll the stress may take on his workers. “You walk behind these prison walls and deal with the worst of the worst. See some things you never want to see in your entire life,” he said. “My staff are dealing with a lot of issues, and this is just weighing down on them even further. And that's one of my biggest fears — is that this is going to drive somebody over that over that line and something bad is going to happen.” Kostelnik said that in the last two years two employees in the Victorville have committed suicide. Kostelnik and McGlothin said they disagree with Trump's insistence that federal workers support his standoff with Democrats over funding for the border wall. And Edward Canelas, a veteran and union leader at a federal prison in Dublin, Calif., who voted for Trump in 2016 said he was "very insulted" by the president's comments. "You said ‘I'm going to take care of them veterans and I'm going to take care of law enforcement.’ I haven't seen it. With all due respect to the president of United States, I have not seen it." Why can't we just print money to pay off debt?

A video looking at way you can't simply print money to pay off debt. And what has happened when countries have tried to! And for that matter why a country having debt isn't necessarily a bad thing. The only reason the US has the most debt is because the US dollar is considered the most trust-worthy currency and other countries see the US as a safe place to put their money. It would be worse it countries started buying debt of other countries and stopped putting into the United States. The debt may be a lot but it's actually not something that's an issue. The US will never 'pay-off' its debt because that's not how it works. National debt only becomes an issue if GDP isn't growing, which it is. A more accurate way to see when the debt is an issue is the debt-GDP ration. In which the US is fine in that respect. Whereas Greece and Japan have debt-GDP ratios of over 150%, which is bad. Also, keep in mind that the US owns debt of many other countries. In fact, for every $1 of US debt, the US holds $0.89 of foreign debt. The United States Congress has been debating a new Farm Bill. This is a huge five-year plan that includes support programs for American farmers. Government payments make up eight percent of the income of farmers growing such major crops as maize, wheat, soybeans, cotton and peanuts. That eight percent is one of the lowest levels of support among developed countries. The Organization for Economic Cooperation and Development says the average among its members is 20 percent. One reason for the low payments is high global crop prices. The price supports, or subsidies, that pay farmers when prices are low have not been used very much recently.Grain prices are high. Farmers have earned record or near-record profits in the past few years. But they still receive about $5 billion every year in what are called direct payments. These payments go to farmers whether crop prices are high or low. Farmers do not even have to grow a crop to get direct payments. Now, Congress wants to cut between $20 and $40 billion from farm subsidies. Even the largest farmers' group, the American Farm Bureau Federation, expects that direct payments will end soon. Mary Kay Thatcher is the chief lobbyist for the group. She says the payments are hard to justify politically. But there are proposals to increase subsidies once crop prices go down again. One version would let farmers receive payments with higher market prices. Another would protect a farmer's total income when prices fall. David Orden is an economist with the International Food Policy Institute. He says both versions would anger farmers in other countries. For VOA Learning English, I'm Laurel Bowman.

Don Murray critiques the response: UK Government responded on 7 December 2018 with the following: The Global Compact for Migration will support global co-operation on migration without affecting the sovereignty of all countries to control their own borders. Read the response in full Uncontrolled migration erodes public confidence, damages economies, and places those on the move in situations of intense vulnerability. The UK is taking significant steps to tackle uncontrolled migration by: - Addressing the root causes of migration, through our targeted assistance for livelihoods, healthcare, education and economic development - Tackling modern slavery and organised immigration crime - Supporting enhanced border management - Providing critical humanitarian support and protection for vulnerable migrants, as well as offering voluntary return and vital reintegration support to those wishing to return home - Supporting refugees to stay in a first safe country through our humanitarian and development work in Africa, the Middle East and Asia The Global Compact for Migration embeds these efforts within the global system, enhances cooperation between states, and sets out ways that countries may choose to deliver these objectives. The Compact is not legally binding. It creates a framework to allow countries to work together to make global migration more beneficial for everyone. It respects the sovereignty of all states to decide who enters their territory. It will not affect our ability to determine and implement our own migration policies, including in areas such as asylum, border controls and returns of illegal migrants. It does not establish a ‘human right to migrate’ or create any new legal categories of migrant. It explicitly stresses that migrants are entitled to the same universal human rights as any human being, and that these are different to the legal protections available to refugees. Too many people, including vulnerable women and girls, are taking risky journeys to migrate through dangerous channels. The Compact will help us take important steps to keep migrants around the world safer and to protect the most vulnerable, by supporting international cooperation on the protection of migrants, in line with our obligations under international law. It outlines ways of preventing exploitation, and of combating the heinous crime of modern slavery. A key objective of the document is to support cooperation on reducing uncontrolled migration. It sets out the responsibility of countries of origin to ensure effective control of their borders, and to cooperate in accepting the return of their nationals when they no longer have the right to remain in another country. Furthermore, the text also calls on countries of origin to work with the international community to address the drivers of irregular migration, by creating economic opportunities for populations in source countries, and improving governance and respect for the rule of law. When migration is safe and regular, it can bring great prosperity. The Compact also sets out possible actions to harness the economic benefits of safer, regular migration, for example by reducing the costs of remittances that migrants send home. These can foster economic development in source countries, helping to address some of the causes of migration. The Compact is the result of months of intergovernmental negotiations. Though it is legally non-binding and no country can be compelled to conform with its provisions, we are aware that a small number of countries have chosen not to endorse it. We respect this choice and note that countries will be able to endorse the Compact, or cooperate with other states on delivering its objectives, at any point in the future. The single withholding tax table takes a larger amount of income tax at every level of income earned. INFO ABOUT THE SCHEDULE A: If you itemize deductions such as mortgage interest, property taxes, contributions, union dues, and medical expenses, those items will be included on Schedule A. Itemized deductions will ONLY be used if that total exceeds the amount of your standard deduction for your filing status. The 2013 standard deduction for a single filer is $6,100 and for married, filing jointly it is $12,200. These amounts will go up slightly for 2014 returns. Each exemption (personal and dependent) is worth $3,900 in 2013. In short, this means that a single filer, in 2013, could have income up to $10,000 ($6,100 + $3,900) and owe no income tax (thus getting a full refund of federal income taxes withheld). To get the $3,900, the single filer must not be claimed as a dependent on someone else's return. The IRS would accept tax returns during a filing period with a shutdown, but the refunds would be delayed until the government was fully funded. This year, the acting director of the White House Office of Management and Budget, Russell Vought said tax refunds will go out. Taxpayers might see this as a relief, getting their money on time while the government is partially shut down, while others like the former IRS Commissioner Mark Everson say if people weren’t able to get their refunds there would be excruciating pressure on lawmakers to cut a deal. Another issue at hand are the worker. Although the IRS has announced it's employees will open tax season on time, the National Treasury Employees Union has filed a lawsuit against the IRS saying the IRS is requiring federal employees to work without pay, while others are furloughed. Reports say only 12 percent of IRS workers are expected to continue working. The IRS has not yet announced the start date to file tax returns this year, but as always it will be sometime in late January to early February.

Digital India aims to offer seamlessly, integrated, real-time, online services to citizens with electronic financial transactions. Apex Committee on Digital India, under the chairmanship of Cabinet Secretary, has mandated a targeted approach to implement electronic payments and receipts across all Government Ministries and Departments. Government payments involve a wide array of stakeholders, depending on the channel of payment being used. Government Departments, Banks, Card networks, Payment systems and interface bodies, Pre-paid instrument providers and other non-banks aggregators form a part of the channel. A variety of solutions to enable the electronic financial transactions in Government payment and receipts are offered and leveraged by various stakeholders involved. Ubiquity, inter-operability, ease of use and cost are key elements that will determine the success of payment systems. CDFI has been working closely with MeitY in developing a Framework for enabling Electronic Payments and Receipts in accordance with the advisory from Apex Committee on Digital India to implement electronic payments and receipts across all Government Ministries and Departments.
